Angela Copeland serves as the Chief Information Officer/Assistant Deputy Minister for the Health Services I&IT Cluster (HSC), which supports the Ministries of Health, Long-Term Care, and Seniors and Accessibility. The HSC portfolio features over 230 technology solutions that enhance public sector policy, programs, and services, including the Ontario Health Insurance Plan, Emergency Health Services, and Public Health.

Angela’s journey to the Ontario Public Service (OPS) in 2022 saw her rise through a series of increasingly influential executive roles within the health care and social services sectors. Her trajectory has been marked by a relentless drive for transformative change—from spearheading business modernizations and informing the design of new facility builds to crafting and implementing visionary digital and data strategies. Her leadership acumen also extended to her role as Vice President on the Board of Directors at Digital Health Canada.

Angela is widely recognized as a strategic business partner with a keen ability to envision and implement innovative solutions that push the boundaries of what is possible. Her dynamic leadership style fosters a collaborative environment where teams are inspired to excel and deliver exceptional service outcomes. Committed to inclusivity and bridging the digital divide, she is also an advocate for the advancement of emerging women leaders. Angela’s contributions to the digital health landscape are a testament to her legacy as a trailblazer and respected leader in the field.

FHLIP 2026 invites researchers, policymakers, clinicians, industry leaders, patients, and students to submit papers exploring strategies to break down silos and foster synergy across health systems, informatics, and policy.

Submission Guidelines

We encourage submissions from academics, clinicians, policymakers, students, industry professionals, and patient advocates who advance knowledge and drive transformation in healthcare leadership, informatics, and policy.

We will be accepting the following submission types:

  • Research Papers – Original studies, systematic reviews, or applied research in digital health, informatics, and policy.
  • Case Studies & Best Practices – Real-world examples of successful digital health integration and collaboration.
  • Policy & Position Papers – Evidence-based perspectives on healthcare governance, funding, and interoperability.
  • Student Papers & Emerging Research – Early-stage research and innovative ideas from the next generation of healthcare leaders.
