The impact of changes in education requirements on nurses’ labour market outcomes

Abstract: Most Canadian provinces have changed their minimum entry-to-practice education requirement for Registered Nurses (RNs) from a diploma to a baccalaureate degree. This study aims to determine the impact of the policy change on RNs’ labour market outcomes i.e., probability of participation, wages and sector of employment. The policy change’s impact on Licensed Practical Nurses’ outcomes are also examined. This study proposes jurisdictions to consider the labour market impact of changes in education requirement on targeted as well as non-targeted nurse categories.

Biography: Lady Bolongaita is a student fellow at the Canadian Centre for Health Economics. She is a registered nurse and a PhD Candidate at the Institute of Health Policy, Management, and Evaluation in the Health Economics stream. Her research focuses on the labour supply decisions of Canadian regulated nurses, specifically nurses’ decision to participate in the labour force, number of hours devoted to working and choice of sector of employment. Lady also explores regulated nurses’ retirement timing using a panel survey.
