Abstract: Motivated by broad consensus that investments in preventive child health result in
downstream pay‐offs, there is currently an intense interest in optimizing early childhood
development. Population‐based developmental screening appears to be an attractive means of
furthering this goal, yet policy varies by jurisdiction. In this presentation, HCTP Doctoral Fellow
Celine Cressman (Institute of Health Policy, Management & Evaluation, University of Toronto) will
talk about Ontario’s Enhanced Well‐Baby Visit as she seeks to understand how important dynamics
between governance arrangements and child public health investments facilitate and constrain
particular policy options. Professor Mark Stabile (School of Public Policy and Governance,
University of Toronto) is the discussant and HCTP Doctoral Fellow Lesley Tarasoff (Dalla Lana
School of Public Health, University of Toronto)
