This working paper was developed by researchers at the Institute of Health Policy Management and Evaluation, University of Toronto, and funded through contributions from IDEAS Collaborative. This work aims to stimulate a province-wide dialogue on how to evaluate and increase the return on investments in quality improvement capacity building in Ontario. The authors welcome comments, suggestions, and inquiries and would like to encourage an open discussion on the ideas and concepts expressed here; from knowledge and service users, providers, decision makers and researchers in Ontario and the national and international community.
