Activity-Based Hospital Funding : International Perspectives on patient safety, system capacity and health policy

This policy round will describe the research and policy implications of a new systematic review and meta-analysis of the global evidence produced from 1980-2012 on activity-based funding (ABF) in hospitals. Join us for a discussion on the policy implications related to ABF, including issues like increased pressure on post-acute care services, related to shortened length of stay expected under ABF.

We will also examine the real-world, intended and unintended consequences of the policies and the implications. Do patients experience improved quality of care and safety? Is the health system equipped to meet the population needs using this model? How should health policy adapt to provide the best care possible for Canadians? Our experienced speakers and panel will answer these questions and more!

Outcomes

  • Review results of recent meta-analysis on the effects of ABF on hospital mortality, readmission rates, volume of care, and severity of illness.
  • Discuss the potential effects of ABF on post-acute community care capacity.
  • Identify the potential risks to equitable access to post-acute care under ABF.
  • Understand the potential policy implications of ABF for health care systems.
